My only experience with the (Business Software Alliance) BSA is that only members of the alliance, can have the alliance, send out information on their request, but any outside person can bring to the attention of BSA an infringement on one of BSA's member.

Example: An employee in a large firm finds or sees a duplicated program of one of the alliances members. The employee calls up the BSA. BSA then takes the information and calls the offended member. The offended member then decides if they want to or have the alliance on their behalf start the process. You are probably at that phase.
