I don't think that's agreed at all. Some (many?) people think that noncommercial copying for personal use should be fair, but that's different from a general agreement that courts would find it fair. Very little in fair use is generally agreed upon.

Have you now moved to a reviewer rather than an ordinary consumer? Why would a reviewer need to copy an article or two to review the magazine? And what does that have to do with research?
