poem to be used on plaque

Hi,

Please could someone assist me with this query.

One of our Government Departments in South Africa wish to use a poem on a plaque to be placed on a memorial statue. The poet has died but unfortunately the nationality, date of his death or the name or addresses of his heirs are unknown.

What is the procedure in this regard? How can copyright permission be obtained? Can the plaque be used without permission from heirs, etc.?
