I have had quite the opposite response. In the experiences I've had, I find it easier to get permission for reserve rather than for coursepacks. I've had very few denied. Although, some publisers do make it difficult to put things on reserve. One of our professors wanted to use an article from a publication registered with the CCC's TRS service. The publication was preapproved all right, with a whopping $25.00 per copy fee!
