My understanding of this, and please someone correct me if I'm wrong, is that it has to do with spontaneity. The idea is that if you come across an article or remember reading an article that just happens to have to do with what you're doing in class, then it is ok to reproduce it because it would take a while to get permission and "the moment would be lost."

If, however, you're planning to use this for more than one semester, then you have been planning in advance to do so. Part of that planning should have been to properly clear up the copyright issues before the next semester rolls around. That's why it's not permissable to do it again and still claim Fair Use.
