REGARDING A NEW YORK TIMES ARTICLE WITH LINK AND EXCERPT BELOW: The state of Virginia has passed legislation entitled the Uniform Computer Information Transaction Act (UCITA). This legislation protects copyright of software at the cost of a number of traditional consumer rights and is highly controversial, being lobbyed against by groups like the American Library Association. High-Tech Visa Legislation Gains Support; Industry Groups Select Favored Lawmakers
WASHINGTON -- Gov. James Gilmore of Virginia, an aggressive promoter of his state's leadership on Internet policy issues, on Tuesday will use the Global Internet Summit he is sponsoring here on Tuesday to sign the nation's first state law governing licenses for the use of computer software.
The legislation, known as the Uniform Computer Information Transaction Act (UCITA), is a controversial attempt to reinforce the legal status of the agreements Internet users increasingly enter with the click of a mouse when they use packaged software products or Web sites.
