I'm astonished that you think it is more appropriate for the government to decide what is done with wealth accumulated by an individual, than it is for the individual who was instrumental in creating such wealth. If the government had any hand in the creation of the wealth, they would have a right to and a stake in its dissemination. Certainly over the lifetime of the owner/company, the government gets a share to be used for the "common good" via taxation.
Using the right of devise for charitable purposes gives the individual the right to determine to what "common good" their wealth will be shared and applied. IMHO, that is one motivation toward creating wealth. If you have no control over how your empire will be used when you're no longer involved, why even bother creating one?
