Though no one could "copyright" that phrase, it could be the subject of a valid trademark. For example, ATT has pending two applications (Serial Nos. 75/757927 and 75/757926) for the mark "HOW MAY I HELP YOU?" for certain voice processing services and software. Though it strikes me as unlikely that anyone could, or would bother, to claim trademark rights to that phrase, to be sure you should have a trademark lawyer advise you, presumably after conducting a trademark clearance search.
