If you are in the United States, you can rest assured that a copyright would not be registered in this phrase. Whether someone would be bold enough to claim a copyright in the phrase is another matter. Claiming and owning are not the same thing, as I may claim that I own the Brooklyn Bridge, but that does not make it so...
