Who are "they"? You seem to be confusing the cover with the book.
I have authored or co-authored a number of books published by major houses. In all cases, the author or authors own the copyright to the text of the book. In NO case do I (or we) own, or make any claim to, cover art or design. That was packaging furnished by the publisher, and ownership will depend upon the publisher's arrangements with the designer and/or artist or photographer (varying with the elements involved in the particular cover). A designer may or may not have been on the publisher's staff; an artist or photographer almost surely was not.
