The original film was made in Germany in 1931. Its US distributor, and consequently owner of the US rights, was Paramount Pictures. For a time the film was part of the Janus film collection, but I don't know if that still exists or not. Paramount would be a good place to start anyway.

The film was remade under the same title in 1951, a British production directed by Joseph Losey. For that film, the US distributor was Columbia Pictures. Because it is a derivative of the 1931 film, there could have been a transfer of the original US rights from Paramount to Columbia; or there may have simply been a license. To be safe, you should check with both companies regarding US rights to M.
