Use of popular films in training classes

My company develops management training courses for use by the Federal government. We would like to show brief excerpts from several popular movies during the classes to use as a springboard for discussion. Do we need any kind of permission to use these films? If so, from whom do we get permission and how? It seems to us that we could simply purchase the movies on VHS video and show the relevant portions during the class. Is that okay?
