Works for Hire

I just received the latest Copyright Office Newsletter which said that the Works for Hire clause had been amended to repeal the amendment to that definition that was made by the Intellectual Property and Communications Omnibus Reform Act of 1999 (IPCORA). It seems to remove the words "as a sound recording" from the 2nd paragraph of Section 101. Does any one have a reading on why this happened and why?
