A license is one kind of agreement. Specifically it is an agreement in which an owner of intellectual property rights (the "licensor") gives another party (the "licensee") permission to use certain of those rights under certain terms and conditions, usually in return for a share of the revenues received from the licensee's use of the licensed rights.
