US to UK English - Translation or Not?

If a publisher in the UK seeks permission to use content from a publisher in the US, and, in order to fit the US content into their current glossary structure, wants to change some of the US English into UK English, for example, adding -ize to -ise; color to colour, labor to labour, is this considered a form of translation?
