You might consider all the arguments pro and con around the development of the 1909 act. Mark Twain, among others, was heavily involved.

Note also the technology of the times. One common assertion is that copyright law changes in response to new technologies (with a lag of some 10 to 20 years in some cases). You can test that proposition against the background surrounding the 1909 act.

Are there similar strands surrounding the 1976 Act? The 1980 computer amendments? The DMCA?
