Susan~
There is no specific number of pages that cam be copied. CONTU guidelines, available online at http://www.cni.org/docs/info.policies/CONTU.html , refer to numbers of articles. Copyright law refers to "the amount and substantiality of the portion used in relation to the copyrighted work as a whole" in one of the four factors for determining fair use (Title 17, Sect. 107, see online at http://www4.law.cornell.edu/uscode/17/ or other locations).
Some good copyright resources for ILL are:
The Copyright Clearance Center's list of copyright-related web sites:http://www.copyright.com/CopyrightResources/LinksCopyrightWebSites.asp
The University of Texas "Crash Course in Copyright" http://www.utsystem.edu/OGC/IntellectualProperty/cprtindx.htm
MIT's "Copyright: Policies and procedures" http://libraries.mit.edu/about/copyright-task-force.html
Also, you may wish to look through Susan Boucher's "Interlibrary Loan Practices Handbook." She covers copyright for ILL in a relatively simple manner.
Unrelated to the focus of your question, but a wonderful site none-the-less, is Laura Gasaway's "When works pass into the public domain," available in many locations online including http://www.unc.edu/~unclng/public-d.htm
I hope this helps!
