I agree with your suggestion. Owning a physical copy doesn't guarantee you the right to copy or access the work on an Intranet. By way of example, an Internet company ran afoul of the law when it made copies of copyrighted music from compact disks available to persons who could prove they owned copies of those disks.
Rather than risk litigation over a fair use issue, I'd start by approaching the text book sales rep. Text book publishers are generally eager to maintain status quo of sales and fearful of losing customers so a savvy publisher may okay the arrangement since it's safe and profitable .... but beware if your query gets shuttled off to the company's legal department.
