Isn't that a bit like saying "Red cars are highly red." To the extent any activity is fraudulent the activity is illegal. From earlier posts the question is really rather the particular activity is fraudulent.
Did you mean to say: "Use of personal copies as a replacement for library subscriptions is fraudulent and therefore highly illegal."?
I do think even that statement is a bit broad, but I have to admit that I have very little experience in this area. Really, either of these areas: fraud or libraries. Although I hear the later make for nice indoor ponds when the conditions are just right.
