I suggest that you check the book _The Public Domain: How to Find & Use Copyright-Free Writings, Music, Art & More_ by Attorney Stephen Fishman (ISBN: 0-87337-433-9). Look for "Periodicals" in index and read pages under it.

It seems that your friend is right. I say this because it seems that the author did not make any effort to claim copyright in his works. You would be right if the author registered his articles with the Copyright Office before selling them to the publisher but that seems not to be the case.
