Exporting CDs to Japan

Client wants to export their musical CDs to Japan.

  1. Client is in the US and owns the sound recordings.
  2. All songs are licensed for mechanicals for US only distribution (through Harry Fox).
  3. CDs are manufactured in the US.

I have researched this question extensively, even contacting JASRAC directly, to find the right answer. I have received several answers, but no two are the same.

It would seem that they could manufacture the CDs in the US, pay mechanicals for Japan (to JASRAC?), and then ship them over. Of course, US mechanicals would not be payable on the exported CDs.
