Images downloaded from newsgroups almost certainly are subject to copyright, and if you don't obtain the proper permissions you could very well be liable. The vast majority of pictures posted to the Usenet are posted without the permission of the copyright owner. In addition to copyright infringement, by using images of people without their permission you could be liable under publicity laws in the US; I imagine that there are similar laws in the UK.

You should definitely consult a lawyer familiar with copyright and publicity law in your jurisdiction before you embark on your project.

Need some advice on copying photographic images of Celebrities and publishing in the form of Mobile Wallpapers.

Have logged onto a number of sites which indicate, as the images has been downloaded from newsgroups where there is no copyrights issues there is no restriction.

Your advise on this matter would be greatly appreciated.
