Strictly speaking, yes and no.

The foundation of copyright protection is the idea/expression dichotomy. Ideas are not protected. The original expression of an idea is protected. However, the scope of protection afforded the original expression of an idea may be limited by the fair use doctrine, the merger doctrine, etc., etc.

Someone who quotes your blog on another blog to criticize (or applaud) your idea is probably engaged in fair use. Someone who mirrors your blog on his own website is probably violating your copyright. In between, is where lawyers earn a living. You would need to be more specific about who's copying what, and why. The devil is in the details.
