compulsory license requirements/royalty systems outside of the US and Canada

Can anyone recommend a resource for information about compulsory license requirements and other royalty systems in countries other than the US and Canada? I am mainly interested in Australia, Europe, Japan, Mexico and other Caribbean countries. I have done a lot of poking around on the Internet and have found info on agencies such as GWFF (Germany) and Screenrights (Australia), but not so much success with other countries - e.g., the situation in Japan and Mexico is not clear (to me, anyway). Perhaps there is a list of agencies/regulations already compiled somewhere, which would be tremendously helpful to me. Any suggestions would be appreciated. Thanks in advance.
