How substantive was the quote to the subsequent article? Was the second
article as short as the one it borrowed from? Basically was the use a
blatant rip-off, or did they use the quote to support their own arguments on
the topic? Purpose would weigh more heavily among the four factors for me
on this instance than amount. I don't let any one factor deter me from a
use, but rather weigh the four together and see how it balances out.

A short article is printed in a magazine. A quote from a single person comprises approximately 1/3 of the article. A completing magazine copies the quote for an article on the same topic.
