I would assume that Time-Life still holds copyright in this work, unless they assigned it to someone else (it is not unusual for authors to assign copyrights in their works to the publisher). Did you contact the Time-Life copyright permissions department? Here is a URL which you may find helpful: <http://www.time.com/time/reprints>.
Another resource which may prove to be helpful is the Copyright Clearance Center -- <http://www.copyright.com>. If this work exists in their catalog, you may be able to request permission to use the work (I believe this transaction can be done through their website.)
Lastly, you can also request that a staff member of the US Copyright Office do some investigation into their records for you (it's not cheap though) -- see <http://www.copyright.gov>.

Subject [CNI-(C)] Looking for ...........
We want to get permission to use a map by David Greenspan which appears in a book published in 1971 by Time-Life (who saythey have no information or contact details). The latest reference I can find on the net to David Greenspan is in relation to a book ‘American Heritage battle maps of the Civil War’ published in 1994 by Smithmark Publishers (ISBN 083171320).
I can find no contact details for Smithmark who may have been taken over by another publisher. I can find no contact details for David Greenspan.
Can anyone help please?
Regards
