You're conflating 'formula' with 'list of ingredients'. A formula may
be a recipe, but a list of ingredients is not a formula or a recipe.
Neither the formula, nor the list of ingredients, without more, is protected by copyright. But an original expression of the formula is protectible, while an original expression of the list of ingredients is impossible.
