They probably do. That doesn't necessarily mean that the contemplated use isn't fair use, only that the CCC has taken the position that it's not fair use and has offered a license for it. Keep in mind that the CCC is the publisher's agent; they are therefore certainly inclined to be aggressive in what they license and restrictive in what they consider fair use.

Doesn't the Copyright Clearance Center collect fees for this kind of use?
