They probably do. That doesn't necessarily mean that the contemplated use
isn't fair use, only that the CCC has taken the position that it's not fair
use and has offered a license for it. Keep in mind that the CCC is the
publisher's agent; they are therefore certainly inclined to be aggressive in
what they license and restrictive in what they consider fair use.
