If the lecturer consents to the recording, then the lecturer owns the
copyright in the lecture -- it was fixed by someone else with his
consent.
The lecturer can consent to a host of uses of the tape by the school and a some sorts of limited uses of it would qualify as fair use.
But absent an agreement with the lecturer about the uses to be made of the tape, one should be a bit careful about the uses to which it is put.
