I have never worked in an organization that reviewed and updated policies unless they were threatened with legal action or paid consultants to tell them to review and update the policies. I agree that this would be the ideal, but an unobtainable ideal is worth less than a reasonable patch.
For now, the reasonable patch is to assert that the current policies cover blogging done from work machines, therefore no need for a new (high maintenance?) policy.
But that is just my experience.
