This is pretty easy to track down since the book is still in print. Search for it at, say, Amazon, and you will find that the publisher is now Dutton Adult, which is part of Penguin Putnam. A little poking around at http://www.penguinputnam.com found their permissions page which has a handy online database of all their books, so I looked up 13 Clocks and it said that some of the rights belong to Penguin and some don't.
