Berne Convention Retroactivity Issue

When a pre-1989 work is published without notice, old section 405 provided that if the work was registered within 5 years of publication, the publication without notice was cured. What about those works that were published within 5 years of the 1989 revisions? For example, where the work was published without notice starting in 1986, has anyone seen any authority regarding whether the registration is still required? The Berne Convention provides that it applies to all works which have not fallen into the public domain, so I am inclined to believe that no registration is required, but was curious what others thought of this issue.
