The real answer is that it depends. I have written lots of books about computer software and we have never, ever asked for permission to use screen shots.

I realize that marketing stuff is different from books, but if the material is selling the program in question, I wouldn't worry about it. If it's not, then you have to look at the usual fair use issues.
