The writer of the paragraphs at that place obviously do not have the proper understanding of public domain.
One paragraph says that you can use the public domain works for any purposes. But, in the next two paragraphs, the writer contradicts himself by saying that the public domain works are not available for commercial uses.
The writer's false claim for control over the public domain works should be ignored.
