No. A publication has no obligation to respond to the submission of unsolicited material.

NORMALLY, a publication wishing to publish a piece submitted on spec (most nonfiction material is not thus submitted; writers normally query first--so that interest has already been expressed when the article is submitted) would write to the author to propose publication terms, generally including payment and certainly including assurances of original authorship, etc. What this magazine did is, frankly, weird.

But a periodical that isn't interested has absolutely no obligation even to let you know that your submission has been received.
