I use and recommend the Graphic Artist Guild's "Handbook: Pricing & Ethical Guidelines"
It costs $20 or so at amazon, or U can order direct at http://www.gag.org/ . Royalty rates however vary widely depending on the subject matter of the art, the type of license (perpetual, limited time), the media (textbook, fiction, electronic, identity work, one time marketing piece etc), and the skill of the artist. For example, accurate rendering of anatomical body parts is both an art and a science, and the best artists can be paid handsomely. An artist doing a fanciful caricature will not make nearly as much.
