Here is what the U.S. Copyright Law says:
A "compilation" is a work formed by the collection and
assembling of preexisting materials or of data that are selected,
coordinated, or arranged in such a way that the resulting work

The key word is "original". Not every compilation results in an original work of authorship.

This does not necessarily mean that he examined your compilation and determined that it is copyrightable. It could mean that he checked the records at the Copyright Office and determined that your registration for copyright is valid.

This is where you are very mistaken on this. The Feist ruling indicated that not every compilation is copyrightable.

You seem to confuse the registration of copyright with the status of copyright in a work. Just because the Copyright Office gives you a certificate of registration does not necessarily mean that you have copyright in your compilation. People at the Copyright Office are not always right when they give certificates. There are times when they were wrong in issuing certificates.
Also, a certificate of registration does not necessarily mean that everything in a work or compilation is copyrightable. It could be that part of compilation is copyrightable and the other part of compilation is not copyrightable, especially if there are many smaller compilations in a large compilation. A good example is an almanac. So are many genealogical books.
