K-12 video production, student performances

Greetings,
Our school district has recently begun video taping school events and student performances. We then broadcast these shows via the community access station..

When students use copyrighted music in their performances for a talent show, let's say, would we as the school district be infringing on the copyright of this music by broadcasting the show? Or is it considered fair use?

Also, if we were to put these shows on DVD/CD and make duplicates for the schools to use as fundraisers would it still be considered fair use? And what about broadcasting videos that students have done using video/music/images from a variety of sources (copyrighted and public domain) would this be a problem? Or, since it's been done within the structure of a classroom environment, is it fair use? When does fair use become NOT fair use?
