I think your are, unfortunately, wrong in your assumptions as "fair use"
if you sell your publications. You need to secure (at least in France)
permission. This could be obtained (but not guaranteed !) by explaining
how your publication will "serve" the owner's visibility (through
credit, mandatory anyway!!) and potential revenues from other products
paying the fee!
I am not a lawyer, but I am dealing since several years with Art digital
files and have gained experience in this area.
