print music derivative rights

I represent a small print music company that licenses popular music (60's and on). Print rights owned by American publishers are generally licensed to one of two major publishing houses in the US. Some smaller publishers retain their print rights, but in general, the two major print publishers have exclusive licenses for print music from the major publishers. On occasion, we have been denied a license because it may conflict with some project that the major print publisher is doing.

Does anyone know of a good treatise or article on print rights in music or derivative rights? If so, I would appreciate the recommendation.

Has there ever been any discussion in the literature about an equivalent to the compulsory license for sound recordings for print music?
