"Public Performance" Licensing Question

My client, a small hospital, has been approached by one of the major performing rights organization about taking a license in its music repertoire. I am somewhat at a loss as to what activities this hospital might be engaged in that would trigger the need for such a license. It does not sponsor music performances, does not even have "piped-in" music in its elevators. It likely has television sets in its waiting rooms and patient rooms. Is this enough to require a license?

Any thoughts would be appreciated.
