For the point of discussion, it seems to me that one important factor for this analysis, especially since you indicate that this is an anthology, might be whether or not the small sections constitute complete items in their own right. I would think that copyright in the actual anthology would be fairly thin, except for any original commentary, etc., so your odds of being in trouble with the anthology publisher might be slim. However, if these sections of the anthology are complete poems or short stories (or whatever), there might be stronger implications with their copyright holders. Of course, I must add that I am not a lawyer. In addition, I have not worked with reserves, so I don't know what standards may be present in that field.

For the practical issue of answering Matthew's question, the resources already presented are both more authoritative and undoubtedly more helpful.
