I am having trouble envisioning the set of works that are simultaneously so valuable that it's worth the considerable cost of bringing an infringment lawsuit, yet so worthless that they're not worth paying $30 to register within 90 days of publication.
I agree that it's unfair that foreign authors don't have to register, but I see that as a mistake in Berne, not a mistake of US law.
