Although I am not a lawyer, in my experience and research for my own classes I have found this to be the general rule: If you are doing this for a class project (that is not going to be published) then there really are few restrictions as long as the purpose is for an educational assignment.
In my classes, however, I don't even give them this option. There are several free and public domain photograph sites on the Internet, and photos used from these sites are able to be used in just about anything. One that I use all the time is the Stock Xchange located at http://www.sxc.hu/. Another option is to check with your library media center and see if your school has access to a subscription at a photo or clip art site. We have one through http://schools.clipart.com, and any of the images on this site can be used for any educational purpose (even for web sites) without having to worry about copyright. By going this route you are reminding your students that copyright is important and that they need to respect it and only use images and content that they have permission to use.
