I would be surprised it if weren't taken by a professional photographer.

I've participated in a few video productions, and it's quite standard to shoot "B roll" footage, typically intended to be used to splice in when a cut would be too jarring, or when the voice is OK but the image was messed up, or just for variety. Or if they don't have suitable B roll lying around there are lots of places that have libraries of the stuff they will sell you, all precleared and ready to use.
