Fair use in a small hospital setting

I'm the librarian at a 130 bed psychiatric & chemical dependency hospital. From our Current Awareness Program, last week one doctor requested copies of 76 articles from various journals and five days later requested 120 more. The copyright law is vague and I wonder how other places such as ours handles excessive photocopy requests. What does constitute "fair use" and what restrictions do you have in place?
