Yes, from the old works to standards to genealogical data to maps to chess games to telephone directory to recipes to digitization and so on.

The attempt to copyright (or to claim copyright on, for those who dislike copyright as verb) the uncopyrightable or public domain works is mainly driven by greed (the desire to make money and to control over the use and distribution) and sloth. This is not limited to copyright but is also true for the licenses.
