No, that's only part of the law. Sections 29 through 32 of the Copyright Act have a long list of exceptions and actions that do not infringe copyright. Notably, section 29 starts:

 Fair dealing for the purpose of research or private study does not  infringe copyright.

That seems to me to read directly on the situation described here, or would if it were in Canada rather than South Africa.
