we have statutory damages for this sort of thing - and attorneys fees
can be awarded. but still it is not likely to be brought absent some
economically signficant activity.
Also, as to the note about personal use being thought of as institutional and spread throughout the institution -- I don't think people claim or think of that as personal use. I think most of the time it is really personal use.
