Allen Dean's suggestion for a consortium of innterested parties to identify and resolve the issues involved in scanning, storing, and displaying documents is excellent. I would be glad to participate.

I think we would all agree on the basic goals. Authors/publishers want wide dissemination of their products with a fair return. Librarians, on behalf of their clientele - students & faculty - want to take advantage of technology to distribute most efficiently the documents in their collections. Librarian's institutions want to be certain that librarians are operating within the law. Let's get together and develop a modus vivendi which could serve as a model. Otherwise we'll each be spending time discovering the wheel.

Perhaps the medium - the CNI list - could serve as the forum to develop an agreement.
